JULIE serves as a message handling notification service for underground facility owners, taking information about planned excavations and distributing this information to its membership. It is then the responsibility of the facilities - gas, electric, etc - to mark the location of their underground lines at the excavation site.

Your sign company will contact JULIE requesting a site location. Locators have 48 hours to inspect the site and mark their locations with flags or paint. After that 48 hour timeframe the area is cleared to excavate. There can be situations where the location has a number of facility lines and hand digging is necessary.
